Change the mouse cursor theme in Debian

1. Edit directory /usr/share/icons/default/index.theme
2. Following content:

[icon theme]
Inherits=neutral

Replace neutral with the name of the cursor theme you want to use.(/usr/share/icons/.)
3. Restart X.
